In 1990, according to a "secret" sealed affidavit which was only recently un-sealed, and is supported by statements of other IBI employees, 1600 pounds of "pure" Hydrogen Cyanide was dumped into the water supply of Boca Raton. Due to the fact this is a serious health threat that needs to be addressed, it is being brought to your attention. An immediate response would be appreciated to let me know you are personally in possession of this document.

BOCA WATER SUPPLY POISONED

Dear Mr. Chansler :

I am writing to inform you that your water supply has been POISONED.

PLEASE READ THIS DOCUMENT CAREFULLY,

THEN CONTACT THE FBI AND YOUR LAWYERS.

Background

During the course of my work, I uncovered the "real purpose" of this supposed food plant, and began acquiring evidence..........................

No one expected that I would obtain as much evidence as I did, or that I would tie so many pieces of the puzzle together. Whilst I thought I was gathering evidence only against TERRORISTS, identified as such to me by Agents of the U.S. Government, I began to uncover much more heinous crimes, that these terrorists were operating inside the United States WITH  U.S. Government agencies knowledge and assistance.

Even though I had brought this information to them and operated on behalf of my government (I was told they were going to prosecute), and was THE STAR WITNESS FOR The United States Government, they sought now to destroy me, because I had more evidence of criminal wrongdoing by agents of the U.S. Government, which they could not keep separated if they really brought indictments against these terrorists.

I received many threats against my life, and was conveyed several warnings (some contained in a 171 page Affidavit/Exhibits), to include one from the PENTAGON. The individual who delivered that message from Washington, ..................................

My wife Eileen, however, lays buried at Boca Raton Cemetery.

Recently, after having to file Motions, Renewed Motions, EMERGENCY Renewed Motions, and Renewed Emergency Motions > to Obtain SEALED AFFIDAVIT, they had no choice but to UNSEAL their so-called NATIONAL SECURITY Affidavit, obtained under the WAR POWERS ACT. This is yet another piece of evidence that I will use to bring out the criminal acts perpetrated by those sworn to uphold the law.

Here is How and WHY it affects the City Of Boca Raton, and ALL people :

Please review the attached exhibit, which is a small sampling of excerpts taken from a SWORN Affidavit, by Agent ....... The term "Affiant" refers to xxxxxx in this document. This document was sworn to in November of 1990, 4-years ago, and BEFORE any American went into combat, before any American was injured or killed, and could have prevented what happened in operation Desert Storm, that was to follow in January, 1991.

03. CI-1 stated Ishan Barbouti advised him, that he had developed chemical warfare production capability, at a facility identified as PRODUCT INGREDIENT TECHNOLOGY (P-I-T), in Boca Raton, Florida.

08. On September 13, 1990, Robert Miller was deposed in Texas Court. During his deposition, Miller advised he was AWARE that Hydrogen Cyanide is a BATTLEFIELD BLOOD AGENT.

10. Dr. Robert Clay, a former CYANIDE specialist working for CIBA GEIGY, was hired by Ishan Barbouti to be the PIT plant manager. Clay stated that the PIT plant produced approximately 1600 POUNDS of "pure cyanide" , BUT maintained the cyanide was > FLUSHED DIRECTLY INTO THE SEWER SYSTEM OF BOCA RATON !!!

Here is once again, United States Agent > ............SWEARING that this following statement is the TRUTH (or has committed PERJURY) : During September of 1990, the Waste Water Coordinator for the City of Boca Raton, Florida, advised USCS Agent Martin, that the Boca Raton Public Utilities Department received an anonymous telephone call approximately a year ago relative to the PIT plant. The coordinator advised Agent Martin, the caller who claimed to be a (one of the) Chemist (of PIT), stated the PRODUCT INGREDIENT TECHNOLOGY plant > WAS PRODUCING DANGEROUS CYANIDE COMPOUNDS.

What does all this mean to you ?

I have again had to risk my well-being to bring you this information.

D.) I can prove that the by-product of PIT was NOT treated with the proper iron compound, therefore, EVERYTHING THAT WAS POURED DOWN THE DRAIN OF THE PIT PLANT, WAS HAZARDOUS !!

The FACTS : What can 1600 Lbs of pure hydrogen cyanide do ?

In Air : Hydrogen Cyanide is used to produce chemical warfare agents such as TABUN. Tabun has an airborne exposure limit (AEL) of 0.1 PPM (parts per million) and an LCT50 (Lethal Concentration over Time that produces at least 50% Mortality) of 137 mg min/m3 (w time = 0.5 to 2.0 minutes). Hydrogen Cyanide (HCN) has an AEL of 4.7 PPM. Assuming a proportional relationship between HCN and TABUN, an LCT50 of 3173 mg min/m3 can be obtained for HCN. Based on this value, 1600 Lbs of HCN (airborne) would be able to KILL MORE THAN 215,000 PEOPLE.

In Water : Similarly, by using inhalation and ingestion data for Tabun, a median lethal dosage for one human is 95 mg. That means that 1600 Lbs of HCN would be able to deliver, 7,639,451 Lethal Doses, or KILL that number of people. That is : SEVEN MILLION, SIX HUNDRED AND THIRTY NINE THOUSAND, FOUR HUNDRED AND FIFTY ONE -Human beings, GASSED to DEATH, just like in Auschwitz !

* Because it has been diluted by your water supply, it has not immediately killed MILLIONS of people. BUT, untold numbers will soon be dying a SLOW DEATH !

* By drinking the water daily, by using it for cooking, making Kool-Aid or ice-tea for children, by bathing in it, by swimming in your pools, by showering, by women taking hot soaking baths, it is being absorbed into the citizens of Palm Beach County, and not just Boca Raton.

* The chemicals you use to treat your water supply, does not neutralize it, but in fact could cause it to become more hazardous.

* As this treated water leaves the Water Treatment Plant, it now contains a diluted Biotoxin. The residents (and Snow Bird Tourists) receive chronic exposure to the toxin, rather than acute exposure.

* The area is full of fruit bearing trees and plants. These plants grown in the soil can contain the Toxin. Humans ingest these fruits etc by eating them.

* This waste now has a cumulative effect, which means ingesting a small amount would not hurt you immediately, BUT is stored in the body. As more minute exposures are experienced by a variety of means, the toxin may accumulate to a TOXIC LEVEL, causing illness(es), and ULTIMATELY > DEATH !

If I were you, as a concerned human being and from an official capacity, I would immediately determine what your liability is, should thousands of sick and dying persons bring future suits against the City. YOU need to make the Government tell you IN WRITING, that your water is SAFE. If not, you now owe it to the families and children who drink your water and bathe in it, to NOTIFY them of a HEALTH HAZARD !

My figures may not be accurate and I do not claim so, BUT they are close enough. It is not up to me to PROVE that your water is safe. I am making you aware, because I am concerned for all Americans. I have now notified you officially of what my fears and concerns are based on what I know and what I can prove. It is up to you to take official action to make sure your water is safe, as you DO NOT test normally for such poisons and would not have known to test for same.

* Did any Government Agent inform the Boca Waste Water Coordinator years ago, (when he notified customs about the anonymous phone call) that 1600 LBS of PURE CYANIDE were dumped illegally into your water supply ?

In order to operate a chemical plant (Captain Woods/Boca Fire Department KNEW what the By-product was), several permits would be required :

1.) Permit to discharge plant waste into public water treatment system.

2.) Permit to discharge Air emissions to atmosphere.

3.) Permit to transport/handle Hazardous Waste.

WERE ANY OF THESE PERMITS PULLED AND ENFORCED - WHY NOT ?

In addition, there are federal requirements, and continued testing and record keeping of the waste.

WHY WAS THIS NOT DONE ?

How did they bypass Government Regulations ?

WHY was this plant allowed to be constructed and operated in a predominantly Office Complex area and RESIDENTIAL area of Boca Raton.

WHY did the U.S. Government take possession of the land after closing down the PIT plant, and now an ARMS DEALER occupies this building ?

CENTURY ARMS INTERNATIONAL now occupies the PIT facility, WHY ?

WHAT is being stored at the PIT/CENTURY facility ?

Are Nuclear Warheads being stored in Residential Boca Raton ? If not, WHAT ?

WHY is the BRITISH FLAG being flown over that building ?

I have observed this plant, and recently before Century Arms occupied it, they started to "brick up"/cement up the plant area, that takes-up 90% of the building. The office/front area is separated internally by a 2-hour fire rated SEALED wall, so the exterior glass front looks like any other building.

Louis Champon stated > they may be sealing up the building because some of the stuff that may have been trapped in an underground storage tank is VAPORIZING after all these years. Champon stated, that if this was so, EVERYONE IN BOCA RATON WOULD BE EVENTUALLY KILLED !

The Government cannot simply bulldoze this building down, yet it can NEVER be made SAFE. The only thing they can do is control who occupies the building, so no one can take samples or conduct any inquiry, and perhaps, they have been treating the walls and need to do so unobserved by the public.

I have been told the only way to make the area safe is to take apart the building SLOWLY (not to cause dust), and to break it up and place THE ENTIRE BUILDING AND FOUNDATION IN HAZARDOUS WASTE CONTAINERS, and to store it at a Hazardous/Nuclear Waste Site.

There are MANY federal agents from various agencies responsible for what happened in the GULF WAR, and for the PIT plant being allowed to even operate, and for YOUR families who will become sick and many may be dying in the near future from all sorts of illnesses.

[Per my War Crimes Law Suit - Gas Mask Penetration was being performed at PIT. What about any Anthrax used in these tests? Was any of this in underground storage tanks? ] 

However, when we uncovered this plot, J. B.'s vehicle was also coincidentally broken into. Several days later, his Apartment Building mysteriously caught on Fire when he was away at a meeting.

(Injected Note - P. K's home also mysteriously burned with me inside - but I lived).

It is now up to every citizen to become involved, BECAUSE, YOU ARE ALREADY INVOLVED. If you do not care to know what happened to our Troops in Desert Storm, perhaps you should care enough about YOURSELF, and your children, who live, breathe and drink the water in South Florida.

IT IS TIME FOR THE TRUTH TO BE TOLD TO THE PUBLIC.
