The clockwise rotation is normal for evey high pressure area.
Anticlockwise rotating are only lowpressure areas.
As you can see on the
attached
image, in the center of this rotation is a
high pressure area in the higher atmosphere (not on the ground!).

Aye, think I understand this, but the
hurricane below
APPEARED to rotate clockwise as well.
