Caspian Sea Oil and Natural Gas Export Routes
In backtracking the reasons for the US long term interests in Central Asia and Afghanistan, I noted some peculiar involvement of what were our former Cold War enemies on American soil. Let me explain:
ITERA is a privately owned subsidiary of GAZPROM, the federally owned Russian gas company. ITERA has been trying to get the capital funding to go public but ran up against the need to divulge the stock ownership -- which they're very reluctant to do. ITERA, is a company registered in Jacksonville, FLorida. They not only deal in oil and gas, but have construction companies, real estate development, manufacture plastic utensils, etc. They bank off-shore in places like Cyprus.
ITERA announced on 4/25/2001 they are intending to develop oil in Texas. What??!!
I know you're familiar enough with the news, I am certain you know about the investigation into stock trade deals, off shore banking, etc that are all being tied to bin Laden. Tonight I heard the blame being shared now with a Chechen.
One side of the ties here are Opus Dei and Vatican banking -- don't forget many of our highly placed government officials are members of Opus Dei -- one is Louis Freeh, among others. Remember when a "crazed" Muslim wanted to kill the Pope? On the other side we have the transnational corporations, like Unocal, Exxon, Gazprom, et al.
I am trying to determine which side ITERA was funding the terrorists for. That's the hard one. I cannot overlook the fact Putin maybe, just maybe, has decided to play all ends against the middle and come out on top when the dust clears. Is he and his cabal the Third factor in this? Putin is master craftsman.

"One obvious potential route south would be across Iran. However, this option
is foreclosed for American companies because of U.S. sanctions legislation.
The only other possible
route option is across
Afghanistan, which has its
own unique challenges.
"The country has been involved in bitter warfare for almost two decades.
The territory across which the pipeline would extend is controlled by the
Taliban, an Islamic movement that is not recognized as a government by most
other nations.
From the outset,
we have made it clear that construction of our proposed pipeline cannot begin
until a recognized government is in place that has the confidence of governments,
lenders and our company.
"In spite of this, a route through Afghanistan appears to be the best option
with the fewest technical obstacles. It is the shortest route to the sea
and has relatively favorable terrain for a pipeline. The route through
Afghanistan is the one that would bring Central Asian oil closest to Asian
markets and thus would be the cheapest in terms of transporting the oil.

would become an integral part of a regional oil pipeline system that will
utilize and gather oil from existing pipeline infrastructure in Turkmenistan,
Uzbekistan, Kazakhstan and Russia."

It only begins here. The players had to put in place an intricate network
to accomplish their goals. It ultimately led to one arm of this slimy octopus:
a company called ITERA registered in Jackonsville FL -- a private Russian
subsidiary of GAZPROM -- ITERA is among other things, a construction company,
a manufacturer of plastic utensils (are you paying attention?), real estate
developers, oil and gas developers, so on and so forth. They're real big
believers in off shore banking. I am trying to make this as simple as possible,
but it truly is a Gordian knot of political and governmental complexity that
is mind boggling. I am still trying to grasp the enormous implications here.
This all ties into Kosovo, the taking down of Milosevic (he refused to play
ball), and the destabilization of the Central Asian areas and our bribing
these impoverished CIS countries with IMF/World Bank funds (can you spell
American t-a-x-$$$?) I am not sure if China and Russia wholly embrace US
plans -- that's why we're waving our national dick in their face -- to prove
we CAN piss higher up the fence.

RUSSIAN AUDIT CHAMBER FINDS NO VIOLATIONS IN THE ITERA
ACTIVITY
The Audit Chamber (the superior controlling body of Russia) has not found
violations in the activity of the international group of the ITERA companies
in Russia.
An auditor of the Audit Chamber, Mikhail Beskhmelnitsyn, told a news conference
that the checking was aimed at finding possible violations of the Russian
legislation in extracting and realising natural gas.
Apart from that, the Audit Chamber checked the financial relations between
the group of the ITERA companies and the biggest Russian gas producing company
Gazprom. The Audit Chamber checked the activity of the companies in 1999
- 2000.
ITERA consists of more
than 130 enterprises in the Commonwealth of Independent States (CIS), the
Baltic countries, the USA - altogether in 24 countries.
At the present
time ITERA supplies gas to all the states of the former Soviet Union.
The Audit Chamber checked only those enterprises which had been registered
on the territory of Russia, said Mikhail Beskhmelnitsyn.
According to him, the Audit Chamber investigated "the question of ITERA's
possession of gas deposits in the Yamal-Nenets Autonomous Area (Siberia)
in the Polar region, additional exploration conducted by it, improvement
of gas transportation facilities and others." "The spot check has shown that
the obligations to make investments assumed upon the purchase of the shares
are fulfilled by the company in full," said Mikhail Beskhmelnitsyn.
Apart from that, the checks have established that the relationships between
ITERA and Gazprom in transporting gas fully comply with the Russian legislation.
The report of the Audit Chamber will be sent to the Federation Council (the
Upper House of the Russian Parliament) and to the State Duma (the Lower House
of the Russian Parliament). On the basis of this report, an information letter
will be written to the Russian President with conclusions about the results

ITERA GROUP INTENDS TO PRODUCE OIL IN US
The Itera International
Group intends to produce oil in
Texas, Itera Vice President
Yevstakhy Nanivsky told reporters. According to him, it is planned to hold
respective talks soon and to drill two operational oil wells in an oil field
in that state. Nanivsky pointed out that Itera is already implementing an
oil production project in the Stavropol Krai in Russia. The Caucasus Oil
Company, a joint venture of Itera and Kavkaztransgaz, has been founded for
that purpose. Itera plans to produce 300-500 tons of oil a year in the Stavropol
Krai. Additionally, the Caucasus Oil Company owns an oil refinery, Nanivsky
pointed out. According to him, Itera intends to invest $10-15 million in
oil production in that region.

Staff members of the radiation service of the Moscow Radon scientific and production association summoned to the capital's Riga market by its veterinary and sanitary laboratory have found that 25 kilogrammes of fresh-picked cranberries had higher than normal radiation levels. According to traders, the berries came from the Tver region, central Russia. The Radon-Press information centre said that Radon's radiation service gathers a "bumper crop" of mushrooms and berries each summer, not in the woods, however, but on Moscow markets. As a rule, wild-growing products contain cesium-137 radionuclides which, if accumulated in large quantities in the human body, have an adverse effect on health. Products not meeting health standards are withdrawn by radiologists and sent to a special site for disposal with other radioactive waste.

The plot intricately woven the day before "Gazprom" shareholders meeting has revealed an interesting regularity: in Russia they either can not or do not want to understand what offshore zones and the business related to them are. "I am overwhelmed with indignation. At the last meeting we were assured that those were serious Western investors who wanted to buy the ?DR, - said Boris Fedorov, a professional shareholder, speaking of 1.44% of Gazprom shares. I expected to see Merrill Lynch, Morgan Stanley or another major company in the list. And to my surprise, it contained obscure companies registered in some islands".
Fedorov's adversaries in their turn hoped that behind the former minister of finance there are companies which are the gas monopolist shareholders registered in Moscow in Povarskaya Street, where his office is located. But what they saw was a group of companies from an ?guinsky Buryatsky Autonomous District that practices preferential taxation.
Another disappointment was ITERA Group equity structure. The public represented by fighters against the current opacity expected the names of Viakhirev, ??marov, Chernomyrdin, Pushkin, Scheremet or at least their family members and relatives to be announced. Then, there would have been a number of reasons to talk about corruption for earning both political and financial capital. But it turned out that the parent company of the group had been registered somewhere in Netherlands Antilles. Moreover, 60.99% of its shares are owned by two ESOP funds managed by a trust company. It seems very similar to a forgotten Soviet term "funds owned by the labor collective".
Actually, these are ordinary closed private funds. And the trust management allows to avoid transparency unwanted by shareholders. Observers have immediately begun to guess: Would ITERA continue to disclose information about the company to enter international markets? The most probable answer is negative. The thing is that the company has disclose almost everything that may be needed for a normal investor: there are funds, and there is a trust registered in certain islands. And that is the case not only with ITERA. Regent Pacific, one of the recognized investors in Russia, adds (Cyprus) at the end and is owned by a company from Barbados Islands.
Credit Suisse First Boston is from Cyprus, a company from Bermudan Islands stands behind Renaissance Capital which is also from Cyprus. Trusts stand behind even George Soros Foundation. Nobody is uncomfortable because of the "island" origin of the funds. Well-known names listed in the Central Bank of Cyprus register are mentioned in combination with numerous islands. This is the way the investment business is arranged. It does not want to pay extra taxes, and it does not want to disclose additional information about real investor. The principles are not to be mixed up with dirty money, corruption and even with outflow of capital.
Fighting the crime in the economy is the task to be resolved in other ways.
And it is high time that speculations on the offshore subject be stopped.
At least, for improving the investment climate in the country.

RUSSIAN MILITARY DEEPENS INVOLVEMENT IN CASPIAN AFFAIRS.
On a visit to Baku,
Defense Minister Sergei Ivanov extended the offer of Russian assistance in
building Azerbaijan's national air defense system and providing Russian
equipment to his Azerbaijani counterpart, Safar Abiev, Nezavisimaya Gazeta
reports. Azerbaijan's inability to protect its own airspace became apparent
back in August, when Baku was unable to ward off Iranian incursions over
disputed oil fields without the assistance of the Turkish air force.
Moscow's offer includes the creation of modern air defenses not only for
Azerbaijan, but for the other countries of the region as well, according
to
the newspaper.

U.S. COMPANIES TO DISMANTLE RUSSIAN ARMS.
Five major American firms
have obtained a $5 billion contract for the dismantlement and storage of
nuclear
weapons and hazardous materials from the arsenal of the former Soviet
Union,
BBC has reported. Under the five-year contract obtained by Haliburton
International, Raytheon, Bechtel National, Parsons Delaware and Washington
Group International, missiles, bombers and submarines are among the items
to
be destroyed in compliance with Russia's international treaty obligations.
The contract also covers the storage of dismantled warheads. In addition,
the United States is reportedly also seeking the expansion of the program
to
include the destruction of Russian chemical and biological weapons stores.
Gazprom Audit Woes
The Moscow
Times
Gazprom's board of directors Tuesday rejected an offer made by minority
shareholders to have the gas monopoly undergo an independent audit.
As was earlier decided, the board will stick to the multinational auditing
firm PricewaterhouseCoopers, which will investigate several of Gazprom's
commercial dealings, the board said in a statement issued after the
meeting.
One of the issues to be audited is Gazprom's relationship with
Itera, a
Jacksonville, Florida-registered
company that has seen
its gas production grow as Gazprom's falls.
The controversy surrounding Gazprom and Itera began last year when Gazprom
board member Boris Fyodorov, who represents minority shareholders, accused
the gas giant of transferring valuable assets to Itera.
In January, Fyodorov asked Deloitte & Touche to conduct an independent
audit of Gazprom's relationship with Itera and other subsidiaries on behalf
of investors.

Miller is also expected to present a report by PricewaterhouseCoopers on
Gazprom's links to

vehicle that rapidly acquired huge assets that once belonged to
Gazprom. Top Gazprom managers

guarantee 5.5 billion rubles in loans to a competitor, shareholders are
asking.
As investors anxiously await the results of the Itera audit, some other
